Back to sectors

India's refining sector is the 4th largest globally (254 MMTPA capacity). Oil Marketing Companies (OMCs) — IOC, BPCL, HPCL — dominate both refining and fuel retail. These are high-revenue, low-margin businesses where government controls petrol/diesel pricing, making profitability heavily dependent on GRM (Gross Refining Margin) and marketing margin.

OMCs = Government-Controlled Utilities, Not Free-Market Businesses

Despite being "listed companies," OMC profitability is LARGELY determined by government decisions on petrol/diesel pricing, LPG subsidy sharing, and excise duty changes. Treat them as quasi-sovereign utility stocks, not independent businesses.

1. Refineries & Marketing — Industry Overview

India's Refining Sector

Metric Value Context
Total refining capacity 254 MMTPA 4th largest globally
Capacity utilisation 100%+ (above nameplate) Running at full efficiency
Number of refineries 23 PSU (17) + Private (6)
Product demand 230+ MMTPA Growing 4-5% annually
Export surplus 30-40 MMTPA India = net product exporter

Two-Part Revenue Model

OMC Revenue
Refining Revenue Convert crude → products
GRM = ₹5-12/litre Crude to product spread
Volume: 20-80 MMTPA per company
Marketing Revenue Sell at retail pumps
Marketing Margin = ₹2-5/litre Product to retail price
Volume: 80-180 MMTPA sales through outlets

Part 1: Refining (GRM)

$$\text{GRM (Gross Refining Margin)} = \text{Product Price (basket)} - \text{Crude Oil Price}$$

GRM Level ($/bbl) Signal Impact
> $12 Exceptional (rare — supply disruption) Very high profits
$8-12 Strong Good profitability
$5-8 Normal Adequate returns
$2-5 Weak Thin margins
< $2 Distressed Loss-making refining

Singapore complex GRM = benchmark for Indian refiners.

Part 2: Marketing (Retail Margin)

$$\text{Marketing Margin} = \text{Retail Price (petrol/diesel)} - \text{Product Cost (ex-refinery)} - \text{Taxes + Transport}$$

Product Retail Price (₹/L) Tax Component OMC Marketing Margin
Petrol ₹100-110 ₹30-35 (excise + VAT) ₹2-4/litre
Diesel ₹90-95 ₹25-30 ₹2-5/litre
LPG (cylinder) ₹903 (subsidised) Minimal ₹0-negative (under-recovery)
ATF (aviation fuel) Deregulated Moderate Market-driven (₹5-8/litre)

Key Issue: Government Pricing Control

Period Pricing Regime OMC Impact
Pre-2010 Fully administered (govt sets price) Chronic under-recoveries (₹1 Lakh Cr/year)
2010-2014 Partial deregulation Subsidy sharing (ONGC + OMCs + govt)
2014-2022 "Deregulated" but politically controlled Prices frozen pre-elections
2022+ Daily revision system but FROZEN for months OMCs absorb losses when crude spikes

The "dirty secret": Petrol/diesel prices are DEREGULATED on paper but POLITICALLY CONTROLLED in practice. OMCs held prices frozen from Nov 2021 to May 2022 while crude spiked to $120 → combined losses of ₹50,000+ Cr.

Fuel Sales Volume (Marketing)

Company Total Sales (MMTPA) Market Share Retail Outlets
IOC 90+ 40% 35,000+
BPCL 50+ 22% 22,000+
HPCL 45+ 20% 21,000+
Reliance/Shell/Nayara 20+ 10% 7,000+
Others 15+ 8% —

Refining & Marketing Ka Investment Truth

"OMCs mein invest karna = GOVERNMENT ka MOOD invest karna. Let me explain: (1) When government ALLOWS price hikes → OMCs recover costs → margins expand → stock rallies 30-50% (happened post-elections 2024). (2) When government FREEZES prices → crude rises → OMCs bleed ₹10,000-30,000 Cr → stocks fall 30-40% (happened H1 FY23). (3) GRM (refining) is the ONLY part OMCs control. Marketing margin is FULLY at government's mercy. So THE question is: 'Will the government let OMCs make money?' In election years: NO. In non-election years: USUALLY YES. The TRADE: buy OMC stocks DURING elections (when prices are frozen, stocks are beaten, everyone is negative) → sell 6-12 months AFTER elections (when government allows price hikes, margins recover). This trade has worked in EVERY election cycle since 2014. IOC/BPCL/HPCL oscillate between 4x and 10x PE based on this cycle. Buy at 4-5x. Sell at 8-10x. Collect 5-7% dividend meanwhile. Simple." (Invest in OMCs = investing in government's mood. Price freeze → losses/stock falls. Price hike allowed → margins recover/stock rallies. THE TRADE: buy during elections (prices frozen, stocks beaten). Sell 6-12 months after (price hikes allowed, margins recover). Works EVERY cycle since 2014. PE oscillates 4-10x. Buy 4-5x, sell 8-10x, collect dividends.)
