This niche covers companies focused on the RETAIL SUPPLY and DISTRIBUTION of gas fuels — LPG cylinders, CNG stations, piped natural gas (PNG) to homes, and LNG terminal/supply operations. Unlike Gas Transmission (GAIL/Petronet/IGL/MGL which are covered separately), this industry has smaller specialists and the LPG distribution arms of OMCs.
Key Listed Players
| Company | Business Focus | Revenue (₹ Cr) | Market Cap (₹ Cr) | Edge |
|---|---|---|---|---|
| Adani Total Gas Ltd (ATGL) | CGD (CNG + PNG) | 4,500+ | 80,000+ | Aggressive expansion, 52 GAs |
| Gujarat State Petronet (GSPL) | Gas pipeline + CGD | 4,000+ | 10,000+ | Gujarat gas backbone |
| Supreme Petrochem | LPG/petrochemicals | 5,000+ | 8,000+ | Niche processing |
| Confidence Petroleum | LPG cylinder distribution | 1,500+ | 4,000+ | Parallel marketer (auto-LPG, packed cylinders) |
Learning Path

Distribution vs Transmission
IGL/MGL/Gujarat Gas are CGD operators (COVERED in Gas Transmission industry). This module focuses on ATGL (overlap — covered here because of its pure-play status), LPG parallel marketers, GSPL pipeline, and the broader supply chain.
1. LPG/CNG/PNG/LNG Supplier — Industry Overview
Gas Fuels Distribution Landscape
LPG Distribution — India's Largest Gas Market
| Metric | Value |
|---|---|
| LPG connections in India | 32+ Crore (penetration: 99%+) |
| Annual LPG consumption | 28+ MT |
| Market structure | IOC (45%) + BPCL (25%) + HPCL (20%) + Parallel marketers (10%) |
| Subsidy regime | Direct Benefit Transfer (DBT) — ₹200 subsidy/cylinder for Ujjwala beneficiaries |
| Cylinder price (market) | ₹800-950 (fluctuates with global LPG price) |
LPG distribution is a LOW-MARGIN, HIGH-VOLUME utility business embedded within OMCs. Not directly investable as a pure-play (except small parallel marketers like Confidence Petroleum).
CNG/PNG — The Growth Segment
$$\text{India's CGD Coverage} = \text{295+ Geographic Areas (GAs) authorised by PNGRB}$$
| Phase | GAs Awarded | Coverage | Timeline |
|---|---|---|---|
| Rounds 1-8 | 80 GAs | Metro + Tier 1 cities | 2001-2015 |
| Round 9 | 86 GAs | Tier 2 cities | 2018 |
| Round 10 | 50 GAs | Tier 3 towns | 2019 |
| Round 11 | 65+ GAs | Deep rural, tier 4 | 2021 |
| Total | 295+ GAs | 98%+ of India's population covered (on paper) |
Adani Total Gas — The Pure-Play CGD Expansion Story
| Metric | ATGL | Comparison |
|---|---|---|
| GAs operated | 52 (won in rounds 9-11) | IGL: 9, MGL: 3 |
| CNG stations | 500+ (expanding to 1,000+) | IGL: 800+, MGL: 300+ |
| PNG connections | 8+ Lakh | IGL: 20+ Lakh, MGL: 20+ Lakh |
| Revenue | ₹4,500 Cr | IGL: ₹15,000+ Cr, MGL: ₹7,000+ Cr |
| PE (TTM) | 80-120x | IGL: 22-28x, MGL: 14-18x |
| Market Cap | ₹80,000+ Cr | IGL: ₹35,000 Cr, MGL: ₹8,000 Cr |
ATGL trades at 80-120x PE (vs IGL 25x) because: (1) expansion optionality across 52 GAs, (2) Adani brand premium/discount, (3) first-mover status in under-penetrated markets.
LNG Import & Supply Chain
| Facility | Owner | Capacity (MMTPA) | Utilisation |
|---|---|---|---|
| Dahej (Gujarat) | Petronet LNG | 17.5 | 90%+ |
| Kochi (Kerala) | Petronet LNG | 5.0 | 25-30% (pipeline incomplete) |
| Dabhol (Maharashtra) | GAIL | 5.0 | 30-40% |
| Mundra (Gujarat) | GSPC/Adani | 5.0 | 50-60% |
| Ennore (TN) | IOCL | 5.0 | Ramping up |
India imports 25+ MMTPA of LNG. Petronet dominates (covered in Gas Transmission). Smaller players: GSPC LNG, Adani's Mundra terminal.
LPG-CNG-PNG Supplier Ka Saar
"This is a TALE OF TWO BUSINESSES: (1) LPG distribution (Confidence Petroleum, etc.) = low-margin commodity distribution. Government sets cylinder prices. You're at mercy of global LPG prices and subsidy policy. Margins: ₹50-100/cylinder. Volume-driven. Not exciting for investors. (2) CNG/PNG city gas distribution = REGULATED MONOPOLY with growth. Once you win a GA (geographic area), you have EXCLUSIVE rights for 8-25 years. No one else can lay pipelines or open CNG stations. You set prices (within PNGRB band). Volumes grow 15-20% as you add connections. This is a TOLL-ROAD model. The question is: at WHAT PRICE are you buying this monopoly? IGL/MGL at 15-25x PE = reasonable for proven operations. ATGL at 80-120x PE = you're paying for 10 YEARS of FUTURE growth TODAY. If ATGL executes perfectly for 10 years → maybe you break even. If anything goes wrong (gas prices spike, EV adoption accelerates, regulatory issues) → massive de-rating risk. For retail investors: IGL/MGL > ATGL. Pay reasonable for proven monopoly rather than crazy premium for unproven expansion." (Two businesses: LPG = low-margin commodity (not exciting). CNG/PNG = regulated monopoly with 15-20% growth (toll-road model). Question: what price for the monopoly? IGL/MGL at 15-25x PE = reasonable.
